The breakdown for voting is always by ward. There are 12 wards. Cedar/Center is one ward. The county doesn't distinguish one voter from another when they show up at the polls. The bottom line here is that your statistics are inconclusive. The only firm statistic you post confirms what I was told about Vedic City voting for McCain (by about a 10 point margin it looks like), since the detailed breakdown of the absentee ballots is unknown. If you look at the five FF wards,
