line, in the 16th century, was an indication of a proportion of 2:1

For a custom clef you need to create custom key signatures. This may
seem strange, but you'll need to open the Key Signature dialog box
and choose "Nonstandard". Then click on ClefOrd to get to the
"Accidental Octave Placement" dialog box. The number of your clef (0)
should already be set. Use
