I regularly encounter a problem for which I can'
1. Set your scroll-view spacing for page 2 and higher.
2. Optimize page 1 w/o removing any staves and adjust it to compensate
for title, etc. Make sure to use the lower handles when dragging the
staves of the optimized first system.

I'm not sure I know what you mean by individual staff spacing. What I would do,
assuming you haven't yet optimized your systems, is optimize the first system
only, leaving all its staves in place. (You can do this extremely easily with
TGTools, but also fairly easily w/ Finale.)
