I've had the opposite problem at times. (I normally leave xtend over 2ndary checked.) Consider a beamed group 16th note, 16th rest, 8th note. With 2ndary xtend option checked, Finale gives the 16th rest a beam rather than creating a beam stub on the initial 16th note. It is most aggravating.
