move LH to layer 2, select layer 2, show active layer only, copy LH
staff to RH, uncheck show active layer only. use note mover tool to
move notes from layer 2 to lower staff and hide LH rest either with
staff style or real whole rest that is hidden.

I'm unclear whether you need to have the barlines touch the staff (but
not go through it), or whether you need to have the staff freestanding
for the one bar.
If you only want the staff free-standing, you can do it with a staff
style as Dennis described.
If you want the barlines to touch the staf
I've just figured out a way after playing around with styles and groups for a
while.
(by the way, this is in Viola 2)
1) Set the full strings group to only between staves.
2) All of the sub-groups in the strings set to through staves.
3) Set the viola group to a custom invisible bar line. No bar
This affects the entire piece. How do I do this for only one bar?

score. In other words, the instrument's staff will break the barline. I can't
hide it using a staff style because I believe the group line overrides it.
A couple methods I can think of:
1) Use an expression to white out

screen) i can't access the layout palettes (edit systm/page margins).

Doesn't finale automatically put a whole rest in the bar anyway? Make
sure that the option is checked in the staff attributes.
7 is the key for whole rests in speedy. What does the error message
say? That there are too many beats in the measure? Can't you just
click "ignore" and keep working?
