Under PluginsScoring and Arranging run the Score System Dividers
plugin. Do this ONLY once the layout is completely done and nudged,
and they WILL appear on linked parts, so you may have to hide them
all except in the score, unless you have a separate file for linked
parts.

Earlier versions of Finale may not have this plugin (I'm on 2004, which
doesn't), but I've been using Jari's JW Score System Divider plugin for
years and I'm very happy with it. Is the one that ships with Finale the
same?

Are those usable in current versions of Finale? I gave up on them
long ago, myself.
I use them all the time. The prime use at least for me is for doubling
parts, which do occur often in the kind of music I edit.
