I couldn't reproduce your issue on 10.4.
The best thing I can think of to try is to look at the output of
fink-virtual-pkg --debug
and see if there's anything that looks suspicious from that in the
section concerning checks for X11-related stuff.

1) on OS X 10.4 with apple x11 installed from media (see earlier posting for
exact revisions and illustration of error messages), source and binary pkgs
with dependencies on x11, x11-shlibs, libgl, x11-dev, etc are failing to
