Just checked it again. It sends signals whether the amp is on or off, I can
see it in the key line LED every time I turn the Flex off.
I don't remember this prior to V 2 and to be honest I had forgotten about it
because I make sure the amp is always off prior to shutdown for this reason.

custom settings do not function. If I go back and run v2.0.22 everything
works FB. Has anyone else seen this?

uninstalled RC3 and, upon returning to 2.0.22, half the time PSDR powers up

There is no roll back process. You just run 2.0.22. Versions are installed
independently.
Do a return to Factory Defaults (DB reset) and see if that resolves the audio
issues.
