keep-together.within-column and margin-bottom are not friends

Using version 0.95 If I add keep-together.within-column=always or keep-together.within- page=always, the bottom margins of my pages are not *always* respected. As an example, on page 8 of the pdf document below. I would appreciate any thoughts on how to get around this issue. Thanks.
