the same problem, and i enclosed all region-body content in a block with
padding-after=2cm padding-after.conditionality=retain.
The result is perfect. I have region-body padding-bottom.

(block-container has less width than cell );;

Just, I applied carefully non-breaking-spaces (fo:chartacter=#xA0;)
within inlines and breaking-spaces ( ) between inlines, and i take the
desired result...
