AutiIt comes with a few utilities. One of them does record macros.

Atlassian eventually documented the storage format:

Currently, the main limitation of the storage format is that there are
no tools for exporting or importing it, only a couple of APIs someone
could use to write such tools.
What other tools did you consider? If I had carte blanche, I'd
probably use Confluence or MindTouch TCS.

markers to page breaks.
The only reference to FM markers I can find is in the FrameMaker
Conversion Settings dialog, where you can define the CSH marker type
(default is TopicAlias).

don't have good access to those resources, but I have the DITA files. I have to
make them look presentable, and then improve the quality of the writing, fill
in gaps, etc.

I made great progress today. I was able to open the DITA files and get them
pretty consistent with new master pages, etc.
I see two issues right now that I cannot figure out:
* I want to get rid of many, many paragraph formats that I won't need, but I
don't know if it is safe to do that, or if

MIF2Go is much cheaper than ePublisher but I have no idea if either
supports page-break markers.

In RoboHelp, it's easy to tell it where to break pages. In TCS (where RH and
Frame are integrated), you can even put the breaks in the Frame pages and RH
parses them from Frame.
