I think what you need to do is have the
text in the frame aligned with the bottom of the frame instead of
the top as it usually is. I'm not sure how to do that, but I'm
sure there is a way.

Not automatically. A good way to do it by hand is to put an anchored frame
above the table. After you show/hide your conditions, then you can stretch
or shrink the anchored frame to line up the table at the bottom. If you have

Instead of a table with many rows, you could also
use a table with just a single cell. Move all your text
inside this table. The paragraph format should have
Cell Vertical Alignment set to Bottom.
Then set a tab stop so that you can left align your values.
Or do not use any tabs, e.g.:

For what it's worth, after years of trying to figure out the latest version of
distiller options - always under deadline pressure! - for the last 6 years or
so I've just uploaded a huge ps file to the printers ftp or more recently
dropbox acct, and let them sort it out. I send them a pdf as
