preface has several individual FM documents in it, my guess is that each
document is set to start on the right page, and the text of the troublesome
document ends on a right page. Therefore, FM adds a blank left page so
Pete, on your master pages, are the graphics in an anchored frame? If so, can
you pull them out of the anchored frame, and then delete the anchored frame? I
don't think the graphics will be referenced anymore, but it might resolve your
issue to some degree.

I thought, "How can you tell?"
Because English is used (quite) a bit differently in the UK, I kept chuckling
about the signs I saw while I was in Scotland. I knew what they meant, but the
North American meaning was

Create a paratag called something like TableAnchor. Set it to keep with next
pgf. Anchor your tables to TableAnchor paratag.
