I wasn't able to reproduce any delays after leaving a game and starting a
new one / trying to load a savegame on Windows; upon leaving, the
freeciv-server process went away promptly and there was no trouble bringing up
the save game list.

I was about to ask if original reporter has some setting causing server to
send all map information in the beginning, causing bug #18532. That could be
global observer or reveal-map-in-start option.
