Hi All, this is all well and good, but when I get to the install phase,
there is NO LOCATION to install, which means I must partition the drive
and wipe out all of my files. I can boot to the system CD, but there
is no hard drive available. Thanks, Jim.

It's the same thing.
I made my own way, because I had a small HD on my
PowerMac and I needed more space to make an install.
So removing the System files, the Disc will have more
space to make a new install.

I recently had a similar problem where I got the ? of death and it
wouldn't even boot to a CD

Ok.
Maybe you have a chance (you should need an OS 9
Disc).
First, you should make a backup of your documents and
files (Users > "User name" >
Desktop/Documents/Music/Movies/etc).
Also, you can make a Backup of all your preferences
(on Users / "User name" / Library / Preferences).
