I don't understand why windows would have anything to do with PPAs.
It just differs from debian policy, which has it's good and bad sides.

PPA is a Ubuntu specific thing (nothing similarity with Microsoft

the following commands in Terminal on the problem computer and then rerun
the Deb file all should be well.
The 1st line adds the Gambas3 repository and the second updates the
computer.
