I think the answer is that someone set the keep alive timeout to an
extremely high value. This was causing the connection to hang open and
preventing the thread from returning to the pool.

I think FTP is the best choice for this.
In regard to monitoring a directory: is there an xdmp function
they are able to handle 2+Gb files..
