I had the same problem with mirrorselect. So, I just selected my
own mirror from the list and entered it into the correct file.

Actually this has nothing to do with what mirror you select, but the
fact that the Gentoo developers have not yet created an ebuild for
version 1.2.11 yet.

Start off by searching the portage tree for an ebuild of the latest version.
Alot of the time it won't upgrade it automaticly, but the newer ebuild could
just be sitting in portage.
If this isn't the case, then head on over to bugs.gentoo.org and search for
the package you are trying to upgrade.

One thing: Often it's possbile to just copy one ebuild
(under /usr/portage/category) for example called test-1.2.3.ebuild to
test-1.2.4.ebuild and emerge this new ebuild. That's not allways
