By a quick look it seems that indeed TransformedAuthorityFactory (which is
actually
the OrderedAxisAuthorityFactory subclass) does not know how to handle that
type
of CRS. So, while not being sure, I'd lend towards "just not implemented"

I would like to force axis order to longitude, latitude on a compound CRS with
CRS.decode("EPSG:3903", true); but it doesn't work. This is with 25.1 and the
definition from gt-epsg-hsql.
