There was specific Victorian wear for the seaside (in addition to
bathing costumes per se). See Avril Landsdell's
Look for beach costume or seaside dress. I know I've seen some of
those in the fashion magazines.

If your young ladies have any pretense to fashion*, they'd wear the nearly
bustle-less (they might wear a small bustle pad), very narrow skirts, but
