noticable change. As stated above, I will try to reproduce the problem

Available polling systems :
sepoll : pref=400, test result OK
epoll : pref=300, test result OK
poll : pref=200, test result OK
select : pref=150, test result OK
Total: 4 (4 usable), will use sepoll.

to reload stunnel configuration without killing the process which
would then drop current connections, but maybe I am missing something
here.

haproxy with mongrels,
but have you considered moving your rails apps to Apache2 and Passenger
(available at http://www.modrails.com)? It will probably save you many
headaches compared running mongrel or thin.
