Moving them up one level is ROOT and it won't let me do that. Any folder can
be /home as long as the conf
. All you have to do is point the Document Root to a different folder
in your . conf file.

For me, gci-bin is in public-html, where your files should go. I don't see
the htdocs.
How are you accessing? c panel?

Put the files in public_html. As long as front page created a index.html
file it should work.
