Well, you can't have it both ways, the server is either 27015 or it's 27016,
it can't be both.
Try setting the server to 27016 in the launch properties.
make sure you don't have a port setting in autoexec.cfg/server.cfg

I think an AMX default plugin makes the map change right after a map has
finished, effectively having no map chat time. Disabling all the map-related
plugins in AMX mod will let you set this properly.
