The fact that we have to constantly come up with our own solutions to
solve problems that should have been addressed when HLDS, STEAM, VAC,

I got the same email ... Everyone whose address is out there gets these.
They use an automated programs to spam these worms daily to millions of
harvested addresses.
Somehow the email address for this list got in the spammer's lists.

I hate to state the obvious, but I think that maybe Valve is aware of these
problems, and might actually be doing something about it.
In my experience there is nothing that cannot be cracked/hacked/patched by
some determined individual. It is all just a matter of time.

You underestimate how difficult it is to program an anti-cheat piece of
software for a seven year old game. Though the lack of updates has most
likely not been without reason, it has given us an opportunity to search
for alternatives.
At least VALVe have updated it this far - I deal with UT2004
