I have run SteamCMD half a dozen times 3 or 4 times a day for the last week. I
only get the root folder files. The valve folder only contains the dlls folder
with director.dll and hl.dll files. Nothing else is ever downloaded. Yet the

I remember reading last year that the build toolchain for sdk 2013 would be
updated. It looks like the sdk binaries where updated around July 2017 but the
github repo hasn't seen any commits since 2015.
