I was getting that same message. But I found out for some reason it was
because I was using remote desktop sharing to connect to my server box
and start the dedicated server manually. When I would actually go to the
computer and do it on the physical machine it's self it had no problem
connecting.
Well I'm looking at doing this currently as a hobby and a learning
experience. I have just started reading into setting up a CSS dedicated
server, and when a couple of parts that are on order come in I plan to
get that running and then from the same box as the CSS server I would
run a Web Server
