It just happened again... The process that was using the cpu inside the
"System" process was an ntkrnlpa.exe thread. It appears to be a Microsoft

HLDS has a known issue where all HLDS processes bind themselves to CPU-0
You need a program that can manually assign HLDS processes to physical cores
AFTER they have been launched.
Something to do with a VAC fix for HLDS.

If I connect to the Windows Server with Remote Desktop it all is fine. A
