There are a lot of Russians who own a legit copy of CSS... I have seen
plenty of Russian users on our servers over the years but lately not
as many... I am sure there are server hosting companies in Russia that
do not host for Pirated games...

Counter Strike usage of pirated copies of CS:S (clients are pirated,
servers are open source). As we speak, our government, along with
Gabe Newell are amassing
In any case, he is stating a legitimate issue, but I do not believe Valve
would address it within the mailing-list, it might be best to take it
directly to Valve to see if there is anything that can be done that has not
already been done.
