Set up a counter log in Computer Management-Performance Logs
and Alerts.
Try different combinations of Objects and Counters until you find the
culprit. You may also consider setting up an alert, especially in the

HLDS has a known issue where all HLDS processes bind themselves to CPU-0
You need a program that can manually assign HLDS processes to physical cores
AFTER they have been launched.
Something to do with a VAC fix for HLDS.
