I feel like an idiot, and I should. The problem was a UNIX/DOS text file issue. It was fixed by converting the line terminating characters to a UNIX format. This has never been something I've had to explicitly do before with the mapcycle file before, but apparently it was needed this time. Sorr

If your running sourcemod nextmap, it appears to look in the root directory and not the 'cfg' directory for mapcyclefile unless you tell it otherwise eg 'mapcyclefile "cfg/mapcycle.txt"', I ended up putting mapcycle.txt and motd.txt back to their old home outside the 'cfg' folder as I had server
