hldsupdatetool functions just fine, and for some games/mods you still
have to use it because some games are not yet available via steamcmd.
If you are running linux (this is the linux list, after all) you don't
use hldsupdatetool, you use steam, the linux equivalent:
steam -command update

Is it right that the server is a Counter Strike server? As far as I know,
SteamCMD should download the same files as hldsupdatetool does.
Try download steamCMD from ics's link and run this command: ./steamcmd.sh
+login anonymous +force_install_dir ./counterstrike +app_update 90 validate
+quit
If
CStrike isn't one of them, and using hldsupdatetool will get you and
outdated version of the server that is open to several known exploits.
At some future point, hldsupdatetool will be disabled for it (like it has
for Source games moved to SteamCMD)... I assume it'll be after the last HL1
games

a fresh install which has all of it?

Those are features specific to those games and how they handle custom content,
so L4D2 doesn't have them.

1) The steamcmd version appears to take significantly more disk space.
Probably intentional, but I feel like I should mention it.
