When I trace something like this, I use the key-value landuse=construction. I
also am in the habit of annotating traced objects with imagery date on the
object, which is more useful for something like this than, for instance, doing

For these I use building=constructuion. I think landuse=construction is
for larger areas like a construction site where a large building or parking
lot or something is being built. Adding the date is not a bad idea but
probably not essential; doesn't hurt to add it though.

houses. The imagery can be a few years old. Also from my experience in Haiti,
people build rapidly the first floor and then start to mount walls for the
second floor. But this can stay unchanged for years.

is a structure there to help the people on the ground identify where they

My personal practice is to tag all such buildings as
abandoned:building=yes. My reasoning is that uncovered walls will soon
deteriorate, so the odds that this is a building under construction are low.

a roof=no tag that could be added as a second one but I think that implies
something more permanent. I guess I would lean toward building=construction but
