I hav defined generic profile 'PROD.**' and USR1 has ALTER access to this
profile
Later I defined dataset proiled named 'PROD.BACKUP' and provided OPR1 and
OPR2 users READ access.
Is thr necessity of providing ALTER access to USR1 for this newly created
profile PROD.BACKUP ???

RACF will always use the profile that most closely matches the resource.
In this case, the PROD.BACKUP profile will be used instead of PROD.**
As to whether you need to permit ALTER access to USR1 depend on the the
owner and UACC of the PROD.BACKUP profile - but I would guess that it is
