The last time I looked at SDSF code, the OWNER comes from JSABUSID and
that's from a JES CB so you never see a OWNER in SDSF if the task was
started with SUB=MSTR.

Seems like MGCEFAST is kind of like RACF truested where authority exits are
bypassed and 99% of authority checks are passed just for issuing commands from
MGCRE.

based on V1R2 and some of the ICSF panels have changed but the basic stuff
is there.
Also, you should ask the RACF-L list for crypto questions. There are more
user experenced folks there (plus some IBMers) that can answer your
questions.
