I found this works for me: (backing up a mod9 on z/os)
//INVOL1 DD VOL=SER=540RES,UNIT=3390,DISP=SHR
//OUTDD1 DD DSN=MY.VM540RES.BACKUP,
// LABEL=(1,SL),
// DCB=(TRTCH=COMP),
// VOL=(,,,1),
//

Les,
I removed RMSMASTR from the ICHCONN facility in RACF, use the DFSMS
authorization file and added IUCV ANY to the 2nd level profiles needing
access to VTS tapes via RMSMASTR. 2nd level guests (authorized) connect
to the VTS with no issues now. Thanks !

Hi Les, The IUCV statements in the profiles for RMSMASTR and VMTEST are
present and I've added RMSMASTR to the DGTVAUTH DATA file, still no
luck. My ESM is RACF, but this issue does not happen in the first level.

Has anyone run into the following running a DFSMSRM command from a second
level z/vm? and what corrected it?
FSMKIN1100E Error from communication function 24, return code = 15
Situation:
First level z/VM 5.2.0 runs VM:Tape and RMSMASTR connected to a VTS.
2nd level z/VM 5.2.0 just RMSMASTR
