Won't DIRMAINT BATCH do what you want fairly easily?
Using XEDIT, create a file of "DIRM FOR NEEDPASS NO" commands for
those users with this requirement (or nicety) and execute a "DIRM BATCH fn
ft fm" command from MAINT.
