Did they check firewall configuration on the Windows boxes? The default
settings for the Windows firewalls don't permit FTP.

I think so. I trust the network guy, and he showed me the firewall
settings (which didn't mean a lot to me).
Can you open a connection going the other way?
I can do a trace route which appears to work. Access to 10.200.70.35 is

My client is trying to FTP a file from VSE to a z/OS system through an
intermediary NT server. Since I do not have a z/OS system to play with I have
been trying to get the file from this server from VM/CMS.

Sorry if I confused you but the file is on a NT server. I put the file onto
that server using z/VSE and now I would like to get in with VM/CMS.

You actually did do an open, though maybe not directly. If you
issue an FTP X.Y.COM, the OPEN X.Y.COM command is issued for you. If you

Not PASV. That's the name of the verb that flows. You want passive
(applying only to the VM FTP client). If you're using some other client,
check its documentation.
