I thought one of the 3174 configuration questions had to do with
CUT vs DFT. I think you have to define the
port(s) as DFT (unless that's what question 125 does, in that case,
never mind).

Are you actually running VM (i.e. VM/ESA) v2.3 or is that the level of
IND$FILE?
If VM/ESA v2.3, that's older than dirt and I don't know if it runs TCP/IP.
However, if it does, you could consider converting IND$FILE to FTP and
bypass the whole 3174 issue.
