I think if you clip him right away the hair will be grown back enough before
it gets really cold to be a problem.
I'd just clip a thin strip on each side of the neck along the jugular.

I did find this on ebay:
I will be bringing Andi home from the trainer's next
Thursday, and seeing how thick his coat is and how wet
he gets in a short period of time, I've been
considering a partial clip of his neck, shoulders,
chest. But winter's here get down in the teens, and
he would be cold. I was thinking those
A sleazy would not keep him warmer...it's just lycra. Why not throw
a water resistant light blanket or sheet on him?

Well, because the blanket would cover the areas mostly
that don't need a blanket. I always understood that
the fuzzy, fluffy hair is what
Susan, if you're worried about him being cold, but want to give him a
'vent' just clip a strip on the underside of his neck. If you just
clip there you shouldn't need to blanket him at all. Then just throw
a cooler on him for an hour or two after your ride. Does he have a
place to get out of

I know a cool thing Susan! You know here it doesnt get bitter cold so

and the horse is damp with sweat for the trailer ride home etc---
Jeffers and other places sell a thig called blanket liner and it is
a thin fleece slip over

How about something like this:

It's a polar fleece hood, and would cover the neck and
chest area - the areas that would be clipped.

Are you handy, Susan? I'll bet you could make that. I couldn't of course,
but we somehow spawned this daughter who can do anything.

HAHA - I can't even sew a button on! It'd be worth
the thirty bucks plus S H to NOT have to sew it! My
mother sews, but it took her 9 months to make me a
simple scrub top!
