I think it is android 2.2, check whether there is an option in accounts and sync to stop background data usage (It is there in 2.3, am not sure about 2.2). In case you want to monitor data usage you can use Onavo Count ( https://play.google.com/store/apps/details?id=com.onavo.android.onavoid). O
