For mail this is an easier problem to fix. Just set up two MX records in
DNS, e.g. mx1.example.com and mx2.example.com, and have each pointing to a
static IP from each provider. Then if one is offline, mail servers should
deliver to the other.
For web this is more difficult, and in
Web Login. The last POP3 login is retained through the times stamp on the
lastlog.in file in the user's main mail folder. The registry value for web
login is seconds since 1/1/1970.

You should be well within the limits of a single server. What else do you have
running in terms of spam and virus filtering?
I would check for dead blacklists, which can delay mail processing and lead to
overload, as well as check your average message processing time in the logs.
David pointed out there is no 1850 model... It's the 1801 that I was
thinking of...

What we're referring to is a problem where IP-less virtual hosts identify
themselves as the individual domain name in the HELO when sending mail,
instead of the OHN of the server. CBL does not like this, so when they see
several emails from one IP, but different domains in the HELO, they
.NET 3.0 is really just 2.0 with some added component applications bundled in,
so there should be no issue. Besides which, .NET is designed for version
independence, meaning you can run 1.0, 1.1, 2.0 or 3.0 apps alongside each
other.
