Another common Tree from Ulmaceae known to all of us is Holoptela integrifolia.
I can see the similarity of flowers posted by you with it
I checked in flora of Delhi. It does resemble the description of Ehretia
acuminate; leaves 8-13 cm long, ovate-oblong, sharply serrate margins, Flowers
in fascicles, forming large, dense, compound panicles.

I think it is a gymnosperm, probably *Taxodium mucronatum.* Those bud-like
structures are probably male cones but I am not very sure.

It may not be *Vitex negundo* as the tree is a very tall tree (reason why I
could not get close ups of leaves) with simple leaves and white coloured
flowers. I will try to get some more photographs of the tree; unfortunately
it is not flowering now.
