In Outlook express, reply is control R and reply to all is shift-control-r.

Hm no not that I'm aware of.
JAWS+Shift+r is still listed as the shortcut for replying directly to sender,
but it does not work over here either.
Outlook 2010 and JAWS 12.0.525 on Windows 7 64-bit.

We're talking about JAWS+Shift+r which in fact is reply directly to sender.
Not the same as ctrl+r which is reply and ctrl+shift+r which is reply to all.
