I don't think it is, there are many Jaws computers where alt-tab works very
well.

I am using Windows 7, 64 bit, and JAWS 13. I often find that some of my
open programs and documents are not in the alt tab order but I can get to
them by using the JAWS window list. I did not have this problem before
using Windows 7. Is there an easy fix?
