That tiff file is a 16-bit grayscale image. It can be opened in OpenJUMP with
Open - Sextante image but the tiff file is not worth much as an image because
tiff is here actually a delivery medium for a grid based data - elevation
values at each image pixel. For visualizing the height value

as i understand it you could easily create an overview pdf (raster) with more
detailed tile pdfs (vector) for you employees in the field providing them with
searchable maps on every computer that reads pdfs.
this would eliminate the need for special map applications

Thanks. At least it is pretty up to date, latest additions in the howto are
reflecting changes in the GDAL PDF driver from a few days ago.
This kind of PDF really offers some features which usually mean either using
some web application or installing a special GIS software. With a non-free
at least the "reference" reader is available on nearly all big mobile platforms
(android, ios ...), let me check quickly and yes you are right at least on
android my preferred pdf reader ezpdf and a quickly installed adobe reader both
do not display layers.

finally my 2 cents:
with the sextante toolbox you can do some of that stuff in OJ as well.
At least I used Sextantes contouring functions on (pseudo) DEMs to
create home range polygons for animal movement data (with the HoRAE
toolbox for OJ).

that there were some LAS (LIDAR) tools in the ADB Toolbox. I see you
have to register on their web site to access the software. Does anyone
have access to the ADB Toolbox source code?
I think gvSIG might also have some LIDAR code

This one seems to be of type "float32". It is not very common tiff type and I
accept that core OpenJUMP readers cannot open it because OJ itself cannot do
anything sensible with such an image. I do not know about Sextante and if it is
also lacking support fot float32 images or if there is
