Actually this is known problem, that I reproduced easily.
Windows 2000/XP/2003 (32-bit) all fails on AMD SVM.
Strage, but Vista runs on SVM fine.
VMX and SVM have different problems, with different guests failing on each.

Yes, but this is very poor solution. This basically disables KVM. It
doesn't enables users to run VirtualBox and KVM side-by-side, at the
same time.
I would like to see a really fixed solution.

Well, there is discussion on VirtualBox about this topic as well, but
no solution.

Ideally Linux needs some mechanism to "share" VMX across different
virtualizers. But it doesn't exists, and not even planned.

(2.6.21+)
I did all of what you said on Fedora 7/x64 host (2.6.21 default kernel) and it
all worked ! (except Mandrake 9.0, which I don't have)

Just Found first KVM-52 regression. SUSE 9.1 ceases to boot.
It turned out this commit, that killed it:
KVM-51-2 - (ab4e018dc95e1b32b7f25746eb9b2c1385aec93e)

Well, There is a patch, that may help.
It must be applied against clean KVM-61 (maybe it works with 62).
Must be applied vs. KVM kernel-space Makefile.
# cd kvm-61/kernel/
# patch -p1 < kvm-susekernel.patch

The problem is - I have the package (ncurses-devel) installed, but it is not
detected.
KVM's "./configure" scripts skips it.

Yes, it is correct. Ubuntu 7.04/7.10 won't work anytime soon.
There are few workarounds:
1. use text-mode bootloader
2. use special patches for KVM (not included in mainline, but in Alexander
