I assume you are speaking of controls being created at run time?
If so, then I have seen this behaviour (and I believe I had encountered it in
Delphi as well).I deal with it by simply setting the Top property to some value
higher than used, i.e.
NewPanel.Top := 1;
for top aligning controls -

I have then following problems currently -
1:
I am placing a subreport in a Group footer (to run a charges query for
each client in group break)
