The Award BIOS has a setting one of the first screens about failures
usually set to all, can be set to ignore keyboard. I believe
that the AMI BIOS has similar options although I can't find mention
of it in my Tyan Thunder 2 ATX book. I don't know about Phoenix.

Why don't you create your own "emulator"? Take the old keyboard apart, all you
need from it is the tiny pcb inside it, remove the rest, wrap the pcb in tape, and
voila,
your home-built keyboard emulator is ready to go...
