If I have listed Twin as a Birth Fact, is there a way to search for
all twins in my file (there are many)? If not, is there a way to
document that someone is a twin in such a way that they can all be
located?

When you say you entered it as a birth fact, do you mean in the Birth Notes? If
so, you could do a search for Individual->birth notes->contains->twin.
I enter twin status as a child status and I see that you can search by that
field also.

The only way I know is by using privacy brackets at the beginning
of the text "[[" (there is no need to add them at the end.)
I routinely do this when I add the text as I often quote an
entire email and don't want that to be made public.
