Several people have already suggested (and I concur) that creating
Events for such photos is the best solution. Hopefully, a future
version of Legacy will allow the printing of Marriage Event photos in
reports and if and when that happens, that will be an appropriate place
for many of these

As I said before, I put Group Photos in Marriage events. If I know
the occasion, I can create an event or use an appropriate existing
event. However, I usually use Photo as the event and put the occasion
in the Description field and details in the Notes.
